Section 1: Title

This legislation shall be known as the "Digital World Stewardship Act for Digital Allodial Titles."

Section 2: Purpose and Intent

The purpose of this Act is to establish a framework for granting Digital Allodial Titles that ensures recipients act as stewards of the land, prioritizing:

  • Sustainable use
  • Ecological balance
  • Cultural preservation
  • Generational continuity

Section 3: Definitions

  • Digital Allodial Title: A sovereign property ownership title represented as a digital asset, recorded on a blockchain, free of liens, encumbrances, or taxes, granted under stewardship conditions.
  • Stewardship Covenant: A legally binding agreement outlining the titleholder's obligations to sustainably manage, preserve, and protect the land for future generations.
  • Contestation Period: A predefined time frame during which grievances or disputes related to a filed Digital Allodial Title may be raised.
  • Grievance Process: A dispute resolution system for addressing challenges to title claims or violations of the Stewardship Covenant.
  • Decentralized Dispute Resolution (DDR): A blockchain-based mechanism for resolving grievances transparently and equitably.
  • Generational Continuity: The principle that land stewardship obligations are carried forward when titles are inherited or transferred.

Section 4: Granting of Digital Allodial Titles

1. Eligibility:

  • Applicants must provide verifiable documentation of ownership and historical records demonstrating their claim.
  • Applicants must sign the Stewardship Covenant, committing to the responsibilities outlined in Section 5.

2. Filing Process:

  • Title claims shall be filed digitally through the official blockchain registry.
  • All claims shall be published on the public ledger for a contestation period of no less than 180 days.

3. Contestation Period:

  • During this period, any party may file a grievance by submitting evidence through the designated grievance process.
  • Claims unresolved after the contestation period shall be deemed finalized and issued as Digital Allodial Titles.

Section 5: Stewardship Covenant Requirements

1. Obligations of Titleholders:

  • Maintain the ecological integrity of the land.
  • Ensure sustainable use of resources, including soil, water, and vegetation.
  • Protect and preserve cultural, historical, and sacred aspects of the land.
  • Submit periodic stewardship reports as specified by the governing authority.

2. Monitoring and Compliance:

  • Titleholders agree to periodic audits and assessments of their stewardship efforts.
  • Monitoring data, such as satellite imagery or IoT sensor data, shall be recorded on the blockchain for transparency.

3. Non-Compliance:

  • Titleholders found in violation of the Stewardship Covenant may be subject to:
    • Financial penalties.
    • Revocation of the title through the grievance process.

Section 6: Grievance and Dispute Resolution

1. Filing Grievances:

  • Grievances related to title claims or violations of the Stewardship Covenant shall be filed through the Decentralized Dispute Resolution (DDR) system.
  • Grievances must include evidence supporting the claim, submitted in a blockchain-verified format.

2. Resolution Process:

  • A neutral adjudication panel shall review grievances, consisting of experts selected based on their reputation scores within the Digital World system.
  • All decisions shall be final and recorded on the blockchain.

3. Escrow Mechanism:

  • Funds or assets related to disputed titles shall be held in escrow until grievances are resolved.

Section 7: Generational Continuity

1. Inheritance and Transfer:

  • Digital Allodial Titles may be transferred to heirs or assignees, provided they agree to uphold the Stewardship Covenant.
  • New titleholders must undergo a certification process to demonstrate their understanding of stewardship responsibilities.

2. Re-certification:

  • Every generational transfer shall require re-certification of the Stewardship Covenant within 90 days of the transfer.

Section 8: Incentives for Stewardship

Titleholders demonstrating exemplary stewardship may be eligible for:

  • Enhanced reputation scores within the Digital World system.
  • Access to grants or incentives for conservation projects.
  • Tax benefits or exemptions in jurisdictions supporting sustainable practices.

Section 9: Sacred and Indigenous Land Provisions

Titles for lands with sacred or indigenous significance shall require:

  • Consultation and approval from indigenous communities or recognized cultural authorities.
  • Compliance with additional guidelines established by those communities.

Section 10: Enforcement and Oversight

1. Oversight Committee:

  • The governing authority for Digital Allodial Titles shall establish a Stewardship Oversight Committee responsible for:
    • Monitoring titleholder compliance.
    • Resolving disputes and grievances.
    • Updating stewardship guidelines as necessary.

2. Public Ledger:

  • The authority shall maintain a publicly accessible blockchain ledger for tracking titles, grievances, and compliance reports.

Section 11: Effective Date

This Act shall take effect 90 days after its enactment, with the blockchain registry and grievance systems operational within one year.
