Recognizing the need to empower the inhabitants of the Pacific Union, encompassing 40 billion acres across 25,000 islands, with innovative and decentralized digital technologies, this treaty establishes a framework for adoption and implementation of Digital World decentralized technology.

The treaty aims to provide equitable access to digital infrastructure, transparent governance, and sustainable economic development, modeled after successful partnerships such as that with the Mexican country.

Article 1: Purpose of the Treaty

The primary purpose of this treaty is to create a cooperative framework to:

  • Enable adoption of Digital World decentralized technology across the Pacific Union.
  • Strengthen the digital infrastructure of member states.
  • Promote economic growth, innovation, and sustainable development.
  • Enhance trust, transparency, and interoperability in governance and commerce.

Article 2: Sovereignty and Integration

  • Member states retain full sovereignty while integrating Digital World technologies.
  • Technologies shall respect and support local cultural, legal, and social frameworks.

Article 3: Digital Framework Implementation

3.1 Digital Identity System

  • Adoption of the Digital World Decentralized Digital Identity (DI) system for secure, verifiable, and portable identities.
  • Enabling participation in global commerce and governance without compromising privacy.

3.2 Decentralized Governance Tools

  • Integration of Digital World’s Layer 0 Blockchain for transparent record-keeping, including land titles, legal documents, and voting systems.
  • Customization of governance tools to align with local models.

3.3 Digital Economy and Assets

  • Creation and trading of tokenized natural resources, cultural artifacts, and intellectual property.
  • Use of blockchain-based currencies and commodities, such as gold- and silver-backed tokens.

3.4 Education and Capacity Building

  • Programs on digital literacy, blockchain, decentralized finance, and environmental sustainability.

Article 4: Environmental Sustainability

  • Use of low-energy blockchain systems.
  • Tokenization of natural resources for preservation and equitable distribution.

5.1 Pacific Union Digital Council (PUDC)

  • Establishment of the PUDC with representatives from all member states and the Digital World Global Council.

5.2 Annual Review and Updates

  • Approval and ratification of updates by PUDC and governing bodies.

Article 6: Mutual Commitments

6.1 Commitments by the Digital World

  • Provide access to Layer 0 Blockchain and support.
  • Deliver ongoing training and technical assistance.
  • Facilitate global investment partnerships.

6.2 Commitments by the Pacific Union

  • Promote adoption of Digital World technologies.
  • Ensure respect for local laws and traditions.
  • Collaborate on digital infrastructure expansion.

Article 7: Treaty Extension to Partner Nations and Kingdoms

Neighboring nations may enter similar treaties to ensure uniformity and interoperability, adhering to the principles of this treaty.

Article 8: Dispute Resolution

Disputes shall be resolved through mediation by the PUDC and the Digital World Global Council, or via international arbitration if mediation fails.

Article 9: Ratification and Effective Date

This treaty becomes effective upon ratification by both the Pacific Union and the Digital World governing bodies.
